I don't understand what you mean! I am talking about other organisations in contact with children (youth groups, schools etc.) did not (however late) issue any programme to deal with abuse. The Vatican did in 2001 and now it gets bashed for it whereas others that did nothing go scot-free? Any instance of cover-up was wrong but ocument. Ratzinger (in charge since 2001) was one of the most fervent opponents of abuse!

That's rubbish! The document spoke about disciplinary proceedings within the Church, saying that these should not be dragged into public (remember in dubio pro reo?) - it said nothing at all about secular crime proceedings. I can't think of any other organisation that actually bothered about dealing with abuse at all.
