@HaggisMcCrablice The same gag occurred in Walter Lantz's 1935 "Towne Hall Follies" with Oswald the Lucky Rabbit, which could be one of Tex Avery's last efforts at Lantz until his return twenty years later.

The hat gag (2:31) would appear twelve years later in "The Screwball", with Woody Woodpecker. Perhaps not coincidentally, Grim Natwick, the creator of Betty Boop, used to work for Lantz's animation crew.
Betty dropped her top again in "Any Rags", about a year later.
