no its slightly ionised gas. Its known as the 4th state of matter. Theres solid, liquid, gas, then plasma.

No, plasma is just another state in certain can be, just like liquid, solid & gas are. The gass inside the boll is getting plasma, and because of that you see the electricity lighiting up the gas (now plasma)
