On 05/12/10 the MN Senate voted on a school funding bill. Senator David Hann offered an amendment which would have allowed senators to vote to put the payment shifts the state made in the previous year into law, a measure which the school districts around the state have been clamoring for.
In a technique used so as not to actually have to take a vote on an issue which majority members may not appear in a favorable light the amendment was questioned on its germaness, or relevance.
The majority party found the amendment to be not germane and quickly scuttled the idea so as not to have to take a vote against an issue their school districts had been asking for.
