In this context, SECO means Second Engine Cut-Off, meaning 2nd stage shutdown. MECO would be 1st stage shutdown-

To be fair, the exact meaning of those abbreviations apparently depends on which LV provider uses it. Your Atlas reference was also correct, just not in this particular context - a Delta II launch.
