Actually.. it is lol I was surprise too but not only Kazuki and Juubei but also Ginji and Ban also are ...''official'' couple. The artist did release official art work which you see that its not only a friendship thing between those. So technically the anime isnt yaoi, but there is yaoi couple in it.
