I don't think you can ride dragons WITH a game modifying device, either.

I also got stuck on this battle, the first time I played a decade ago. This battle taught me the benefits of training and not just running straight through -- even more so than the Velius battle. I eventually defeated Velius. I never defeated Balk on that game save.

Cloud and the Materia Blade are found in my Let's Play FFT SQs series, around video 9 and 10. You must still do the previous things however, so watching the whole series can be helpful. At least the start of each vid for where to go and such.
No, you can not ride dragons in FFT without using a game modifying device. You can use them to jump to a higher locale, but only chocobos can be ridden.

You can buy a second gun in Goug in chapter three. For special guns, you can steal and move-find them in various sidequests. Some can also be found in a few story battles, I believe.
