@Cubby67 Bjorn has said that the lyrics were inspired by the Stephen King novel 'The stand'. For a while during the 70's and 80's, Bjorn would only ever read in English, as this gave him a better knowledge of the language and gave him inspiration.

I also think ABBA went a little further then just world dictators. It might be that the piper is the anti-Christ who WILL lure plenty with promises of happiness and then put them into bondage. - He gave them a dream

i'm sure the author of the PIED PIPER OF HAMELIN is deligthed of this ABBA tune, i once saw a movie in the early 70's about the pied piper story and the theme song was sung by Donovan, however the song was, sad to say, mediocre, and it did not made it to the top, this ABBA tune really fits the story.
