Congress's past failure to produce balanced budgets is a major cause of today's fiscal crisis. It is time that Congress accepts a limit on its runaway spending, and joins the 49 states which govern with a balanced budget requirement. A balanced budget amendment that fundamentally reforms the way Washington budgets and spends must include protections against federal tax increases and a cap on federal spending to GDP.

@ryebread74: You are the one that doesn't understand. A balanced budget means that you don't spend more than what you bring in. There is plenty of revenue to pay our necessary bills. Anything else is just BS.

They would have to cut spending by 50% a year to even come close to balancing the budget. Mandatory spending for 2010-2011 budget year was $2.173 tril & will continue to grow when more boomers reach the age. Revenue is $2.3821 tril leaving only $208 bil for discretionary spending which includes defense and homeland security. those two departments cost us $706.4 bil per year. A BBA will increase our taxes and send unemployment even higher.

Pass it! As Thomas Jefferson said: "The two enemies of the people are criminals and government, so let us tie the second down with the chains of the Constitution so the second will not become the legalized version of the first." The constitution was obviously not strong enough to restrain government so a constitutional amendment FORCING the federal government to balance the budget and live within its means should be passed.
