It's called Nystagmus and it's usually an involuntary rapid movement of the eye. But in very uncommon cases it can be initiated voluntarily for short periods.

apparently its called voluntary nystagmus. about 8% of the population has it

@thmoorer when I was in elementary school I saw a kid on the bus do that and it took me about half a day to figure it out...been freaking out girlfriends and winning staring contests ever since
