Why the hell don't Microsoft include all these screensavers and themes with Windows XP like they did with Windows 98 Second Edition?

I tried importing this to Windows 7. Created a shared folder on my Windows 98 SE Virtual PC..but when I dragged the .SCR file into Windows 7's System32 the screensaver was just BLANK =o

@Lachlant1984 No, wait it might be because when they tried it XP might have crashed. But I found a way to NOT destroy XP doing this.
