maybe that was the point of the declaration of love thing. To prove that he cherished her for more than just her looks. Maybe the witch picked up on that and thats why she made that dictate about how he "must take her in his arms and tell her he loves her." The witch was probably banking on the hope that the prince only adored her pretty face.
