The description reminds me a little bit of another "firm-SF" setting, Blue Planet. Having said that, Dawning Star sounds like it has more fantastic elements than BP...

Ugh, look at -6.22- this addition is almost three times bigger than the core book! It is the second biggest book I have ever encountered.

It is NOT d20 Future, "Duh"... It's a d20 RPG that USES d20 Future/d20 Modern published by a small/little-known publisher.
