@apoctriforce I don't think Garrosh wants the Forsaken ending up like the Scourge. Maybe he sees using weapons like the Plague to far, just like he also thinks the Forsaken should not raise humans as fresh troops for their army. Garrosh is odd, he loves war yet hates the most affective methods of winning. Just like when he kills the Orc general in Stonetalon. I personally love the Plague, it fits with the Forsaken so well.

Why would Garrosh bann the Plague?
He wants the Alliance to suffer in anyway possible. It would make more sense for Thrall to bann the Plague cause he has respect for the Alliance, even though the Alliance is at war with the Horde, but Garrosh hates the Alliance.
Garrosh is the reason why Sylvanas is going crazy and deciding to use terrible stuff against the Worgen.

I played this race just to give it a shot and now I don't think I'd ever want to play any of the other Ally races JUST because of how awesome this starting zone. All the other ones are boring as Hell and a pain in the ass but the Worgen zone is actually fun and engaging and has a strong plot.
