Let me clarify: the sounds are there for the blind. At an intersection you have 2 streets crossing, let's say one goes east-west, the other goes north-south. A blind person can hear one specific sound when the east-west street is clear for crossing, and another distinctly different sound when the north-south street is clear for crossing. There are also raised bumps (like enlarged Braille) at the intersections to help the blind find the edge of the road.
I think it's fantastic!
