There was a documentary called seven ages of rock in which John Lydon said that punk was coming to end because it was becoming too fashionable and too much conformity that it wasn't really what it was anymore. So he formed PiL to keep punk in his spirit and be able to freely express himself. Being free of what critics tell you is more punk than conforming to some group/social standard.
