It is still a crane, since it's designed to pick up a load from above.
This would be a Truck-Mounted, Hydraulic Boom, Crane.

A "truck crane" consists of a rotating superstructure with powerplant, operating machinery and boom, mounted on an automotive truck equipped with a powerplant for travel. Its function is to hoist and swing loads at various radii.
It might not have had a counterweight, but that doesn't mean it's not a crane!

This happened in Broward county, and it was probably the channel 7 tv chopper.
This is correct syntax for the chopper pilot (7 Skyforce) to call the ground station (7-0 Broward) using their designated call signs.
