Well the reason he knows how to make a cure, is because the game expects you to get the files and read them. It explains how they were close to finding a cure and steps that needed to be taken to get one working. Carlos just reads and follows the instructions. But if you've played the game before and know what to do without reading it certainly seems like he just already knew
