What would be a worse unwelcoming presence, would be an accumulation of trash on the beach if those "noisy" tractors weren't there to clean up.
They clean up approximately 100 tons of garbage on FTL Beach alone.
What do you suggest they do if not clean the garbage in the mornings? Possibly clean the beach in the middle of the night?

Those would be the rakes which the city uses to clean up everybody's trash each morning.
Certainly an unwelcome interruption to a beautiful sunrise, though.
