@huckxhn Thirdly, I have toured Israel extensively and I am involved with tourism and transport. The mountainous area in around Mt Hermon and the Golan Heights features very steep, narrow and winding roads. All the more reason to exercise professionalism and safety when driving all vehicles especially heavy and passenger carrying vehicles.
In Australia, to drive a tour coach in the Victorian Alpine Region in Winter a special course must be undertaken and licence granted. It has saved lives!!!

@huckxhn : Firstly you assumed wrong. I am not American but appreciate where they are leaders such as in transport technology. The world's leading jet aircraft, buses, coaches and locomotives come from North America. Most european operated diesel locomotives are GM EMD. Not Scania, Volvo, Mercedes Benz or MAN.
Secondly chains are not just for winter time but traction in sand, mud YEAR ROUND. That is why Greyhound Coaches in USA carry chains on each and every coach.

@pioneermci No ice and snow means no chains. Israel doesn't get ice and snow in the winter (except on Mt. Hermon) and so no one has chains. Ever.
I assume you're american since you:
a) assume every country is exactly like yours and
b) don't know squat in geography.
About the Ovda bus accident: you're utterly and completely right, gross negligence on the part of everyone involved.

Guess what folks,
On 16 December 2009 an Israeli bus driver OUT OF CONTROL illegally overtook another bus on a windy, narrow road and hair-pin bend. He rolled over and crashed killing 22 or more people and injuring 34.
The same idiot had 22+ regulatory breaches to his name, yet the company allowed him to operate unchecked or unhindered.
Where is the bus company licensing authority?
Why did they not launch disciplinary action against both company and driver and maybe shutting it down?

No wonder 5 star tours give the country a wide birth. The driver is a dumb steering wheel attendant!!
The wankers in double deck coaches tailgate at 120km/h cars on the narrow Jerusalem-Tel Aviv highway every bloody day!! No to mention leaving the retarders on and cooking the transmission fluid, coolant, engine......
