I think if they made a sequel, it would sort of ruin the game. The story can't really go much further than this.

VC 2 is not the sequel to this game/story arc. I think you're right, and Sega are holding on until they get more interest with VC 2, and then making the sequel to THIS game.
This also gives them more time to think how on earth they are going to top this!
