I just watched this video and the student who is leading the class is good but does not really follow up but accepts all answers without further discussion. If it were teacher led, then the teacher may elaborate on what the students are saying to promote discussion in the class. I do see the value of discussion with peers but it also needs to be followed up with teacher led discussion.

Great observation Judy. Fortunately, we do a lot more than what you see in this video to instruct writing. The students are given a great deal of direct instruction and teacher input. This is just an example of what kids are able to do WITHOUT the teacher being the centerpiece. Blessings.

Search Whole Brain Teaching here on YouTube and watch the basic video on it. I think that should help you understand. It would be hard to explain it in a few words here.

This is an example of pro teaching or whole brain learning.By using both hand gestures and speech, it allows both sides of the brain to work. When teaching a lesson traditionally it only triggers one side of the brain so whole brain teaching is very effective for learning.
