i have always known about the island, but the boat i have never seen! part of the myth was that there were guards that would patrol the area on, im assuming, that particular boat. crazy.

Actually, the island was never utilized. According to Duncan Botwood, the only real plan they had for it was to stick some armor over there. Putting the bungee cord over there probably never even crossed their minds.
The final Dam setup has pads for three wooden crates, two guard paths (meaning two guards as well), and an alarm. Interestingly, there is clipping where the crates would've appeared, but nowhere else, meaning they probably left them over there longer than anything else.
