this essentially implies that religious interpretation is the exclusive right of members of the ulama, like Khomeini. This view is critical in understanding development of Shiiate islam in history. Khomeini a member of the "Usuli" school of shiism believes that ulama have exclusive right to interpret Quran because of their religious training. the other Shiite school the "Akhbari" believes individuals can self-interpret Quran through reason. Akhbaris lost to Usulis many years ago. hence = khomei

what he is is saying is that:
he is criticizing those who claim to know what islam is all about, yet they have no training in islam and know nothing about the religion. he says these people are "hypocrites" and they are misleading the public by their "perverted" interpretation of islam. He says that these "hypocrites" are giving the false version of islam because they lack the Islamic training that individuals from his ulama class have: (i.e. formal religious training: in law/fiqh, etc
