Thank you for your comment Jose. Yes, access to the lobby-level of the 4 Buildings of "World Financial Center" and "Winter Garden" is completely free.
If you are there, please have a look especially into building number 3 (Amercan Express Building) - there is the "Eleven Tears Memorial" for the 11 American Express-victims of 9/11.
