True, although in Halo 2 during one of the last Spartan levels, Cortana refers to a "strange new AI that is actually physically resisting hacks."
Even though the flood is a parasite, it is intelligent and maybe enough to evolve into having the ability to assimilate into electrical systems. (Dunno)
