@Weatherfansforlife The National Severe Storms Forecast Center used to be in Kansas City, MO. In the late 90s, it was renamed the Storm Prediction Center and moved to Norman, OK where it resides to this day.

how come it says the watch was issued from Kansas City,MO?

I think that it might have been an emergency alert system thing or a delay caused by the weather.
