They actually make you get specially licensed to drive a gokart in the UK? No thanks. I like living in the US where you can drive a gokart with no license. :P
That thing sounds a little underpowered, either that or the driver isn't doing a very good job at keep it in the powerband. The only good rotary is a turbocharged rotary!

how much do these karts cost?and how often do you have to rebuild the motors?

$7500 to $8000. Recommended every 50 hours.

Can you actually buy these engines (AIXRO XR50) in australia? Is it $7500-$8000 for the motor or for a kart & motor?
Who sells them? Can you get spares? Are you allowed to drive them on normal AKA kart tracks if you've got a kart racing license?

Yes you can buy, $8000 for a complete engine kit. The Australian dealership is changing hands in about two months time. Spares and engines will hopefully be available and a bit more affordable. At the moment there is no stock. Unfortunately no tracks other then Makotrac allow the Aixro's to run.
