There's differences in the names for Japanese/US versions.
Japan Gouki = USA Akuma
Claw = Japan Balrog = USA Vega
Boxer = Japan M. Bison = USA Balrog
Dictator = Japan Vega = USA M. Bison
So the people who localized SF2 switched those three boss guys around. This was because they feared a possible lawsuit from Mike Tyson, who M. Bison resembles. Also, the USA names subjectively fit the characters better.
Anyhow to avoid ambiguity, people often say Claw/Boxer/Dictator.
