does anyone know what those things on top of the comet v coaches are. They are grayish black and they look something like fans. I do not think the shoreliners or previous comets have these. And also, what is an IEE 1473 train line network.

Yellow-over-flashing green...that would be "Approach Limited" if I'm not mistaken. NORAC's signal rules state it like that.

do MNRR and NJT trains always have someone in the cab car blowing the horns when the GP40FH-2 or F40ph's are leading? and do trains run on weekends up to port Jarvis NY also?

They can, expecially if its a express train, they sit in the back, some of them are nice enough to toot a bit, this one was planned though.
And yes NJT runs to Port Jervis on weekends
