@ramzalsaba Salaam, the criterio the sheikh is mentioning and the Hilal committee of Toronto have the exact same criteria. refer and follow your local scholars, i.e. in toronto the decision of the ulama there and in california the ulama there. there is a 3 hour time difference. so that makes a difference for the visibility of the moon. so in toronto it may not of been visible at maghrib but it may be visible 3 hours later in california. now in hadeeth you can find diff between 2 cities calender.

I would even say it's hard to believe he is from America too, and I am an Amercian. Not because he is a muslim with values, but because he speaks Arabic so well and he is so amazing at reciting the Holy Qur'an. May Allah bless him. :)
