Philadelphia, PA - In this piece by WHYY On-line reporter Ben Bradlow, we explore the often contentious relationship between the government of the City of Philadelphia and the various neighborhood groups and association who represent the interests of community residents.

As the casino issue takes another turn with the recent announcement of Foxwoods' decision to consider moving from the South Philly waterfront to the Gallery in Center City, the city has been provided with another opportunity to represent the interests of local neighborhoods.

While no one knows for certain how this latest move will play out, as this report makes clear, representatives from three separate neighborhood associations are looking for one thing - a seat at the negotiation table.
