This restaurant owner is far beyond stupidity. She did this on purpose to promotes her business. Most scammers are very intelligent people. When she said, "I want to have 14 kids too!" That's a bluff, to let people think she's an idiot like Octo-mom. Look at Octo-mom she's having fun and enjoyed her shopping with other people money. Scammers are the most wicked and intelligent people in the world. They plan everything out before they do anything.
