Dio Brando is the person's name, from the game Jo Jo's Bizzare Adventure. Based off the anime of the same name. He has this move (the steam roller originally yellow) because he stops time and throws a steam roller on Jo Jo, and while time is stopped beats the steam roller into pieces with his fists.

And they simply made a literal translation of this to the game.

Their -car- is a road roller, Yes, people often Use this fact to a tribute to that fighter in (I believe in mugen? dunno what original the fighter is from) that uses a technique where he unleashes several punches and then slams (and breaks) a red road roller ontop of the opponent while howling out "WRRRYYYYYYYYYYYNNNN"
