I always thought that when Rose got stuck in that other dimension that she and Mickey helped resurect the Torchwood department there. That's how she got hold of the machinery that helped her cross into Donna's dimension in Turn Left. Hmm...The Alternate Torchwood stories ( The Rose Chronicles ) I have written in my head. : )
