Percussion makes sound, not noise.

This kind of stuff is revered in other countries. It just happens that the West and parts of Europe seem to hark on melody, harmony, and pitch.

Whereas if you have no rhythm, the harmony, melody, and pitch becomes noise. Or am I just using your logic?

You do not have to have all of the parts of "music" to make Music. Noise is subjective and only when you consider something noise is it noise. I guess the same goes for Music.

noise by definition is something that cannot be measured

Percussion can be measured by duration. The pitch is also off (in western cultures) intentionally so that it does not effect harmonic movement. Therefore, percussionists make sound, not noise. You're really cutting off a lot of different styles of Music. Check out drum circles or Gamelan. This is just as much Music as anything else.

oh i didnt say this wasnt music, of course it is music its well structured and measured therefore not noise, clapping and other percusive sounds apart from what the material being used and its amplitude envelope, have non integer frequencies "inharmonics" that make it sound percusive and i wouldnt call it noise either, they too can be measured and emulated using software.
