There is no suich thing as a wise fool. Intelligence and Wisdom can go hand-in-hand. They don't usually, but in Dave's case, they do. He speaks eloquently, wisely, and intelligently outside of his body of work.

If you don't think Dave Chappelle is intelligent, you know nothing about him beyond his body of work. So ignorance is bliss. If you knew what he knew, you wouldn;t be saying he isn't intelligent. He is wise beyond belief, he actually has a real grip on reality and truth compared to other celebrities. Very down-to-earth person. Although he has the most successful television show of all time.
