Lasers are fine in short doses, but having it mounted to the head means it's always in the same spot in the dog's vision. If he locks eyes on it for too long it will cause eye damage a lot faster than if you control the laser yourself and it moves in his vision.
If there was a wobbly lens or something moving the laser around slightly he wouldnt be able to focus on it.
Brilliant use of the toy, I just wouldnt overuse it.

Um... What? The dog can't see the laser, it's on it's head. Now the other dog might get more than the usual dose since it's on his level now, but would still be a rare and brief event.
