so doesn't anyone there make custom lego figs and sell stuff or is it just a bunch of people who bought lego city sets and put it together?

Well that was just an advert it's only meant to get you interested enough to turn up.
Brick Expo 2011 had two vendors this year and there was a room full of custom models and rare sets.
The train layout was put together by the Canberra Lego User Group and was creations from 4 collectors.
It spanned over 24 metres in length.
