crubeo's right about the styrofoam. The crew realized the problem during the shoot, but if the blanks were just lying on the table or loose in a box, you would be able to see that they did not look real bullets. They ultimately decided fewer people would be distracted by the styrofoam than by the fake bullets.

@keith4hire why didn't they just film him loading the gun with dummy rounds and then switch to blanks for the shooting

@MUSICALGUNNUT45 The gun wrangler hadn't brought any dummy bullets because he didn't know they were needed. Now on a regular film or TV drama it might be easy enough to get some or rewrite the script so they weren't needed, but these reenactments are thrown together quickly on tiny budgets, and you just work with what you have -- or don't have.
