Who owns the vacant facilities? I believe that would be "owners." They are entitled to dispose of them in any legal manner they see fit. As for pollution, an implosion generates a bit of dust which settles back to earth. The problem in this country is that we have tried the whole "free housing" concept for people who don't appreciate it one damn bit. All they ever did was turn their communities into havens for crime.
