Doing this to a person for property damage is very extreme. If those cops can't control an unarmed, handcuffed woman without weapons, then it is probably not even safe for them to handle crayons, they might choke on it from practicing for the big boys, or MORE likely put out someones eye. The notion that he's tazing her because she kicked out the window prior to the video itself and to her willful complience, implies getting even which supports my argument he was angry.
