This is not a local problem. It is a problem of global overpopulation combined with diminishing food supplies, climate change, increasing environmental pollution. Much as we protest with our good intentions, roving bands of humans with no recourse will try to survive at the expense of other groups of humans. The lucky ones fight to keep, the unlucky one fight to take. We are simply too many for the planet.
