"Based on a horror manga by Shungiku Uchida, and is set in a high school located at the base of Tokyo Tower. However, Keikos sadistic scientist father patches her back together using parts gathered from various freak students, giving Keiko enough power to equal or perhaps even best Monami. It is at this point that the true battle between Vampire Girl and Frankenstein Girl begins!"
It's not racist, the director is making a parody on Ganguro (an alternative fashion trend of blonde or orange hair and tanned or darkened skin, most popular in Shibuya and Ikebukuro districts of Tokyo) which has been around in Japan since the start of the 90s. It's no more racist then a MAD TV sketch or an episode of south park. Another trend he attacks is Lolita, so grow some worldly culture, watch the film, or atleast read a review on it before running your mouth off.
