Depends on which state. Some states are less "free" than others, like New York, New Jersey and Maryland.

When hunting with a shotgun, I know there is a requirement of only 3 shells total. In mag or 2+1. I'm not sure if a magazine plug is required, but either way, your only allowed 3 in a shotgun.

No, unless of course one is participating in regulated hunting activities. Then there may be limit on how many cartridges may be loaded in a magazine or firearm.

I have a 14 inch barreled remington 1100 that I use for home defense. Combat loading is easy. First insure you're muzzle is pointed in a safe direction, ensure the firearm is unloaded and that the safety is on. Then, pull the operating handle all the way to the rear untill the bolt locks in the open position. Insert a shotgun shell in the ejection port and then depress the bolt release button, chambering your first round. then load the magazine from below.
