I think it's just a matter of hygine as far as periods go. It's not exactly the most hygenic to have sex when someone is secreting blood, that's definately a great way of spreading diseases.

@Jess153434 No, if a girl has AIDS then yes, they can catch AIDS whether the girl is on her period or not but having sex with a girl whilst on her period does not magic AIDS out of the blue.
