The secret is the many hearing's English sucks. It is true that many government agency's paperwork is written in fifth grade level.
We lost our English and ASL due to hearing-controlled environment which cause low quality in our writing and signing. It is them that cause this problem.
It is change. Thanks to Mr. Nover who now have 30+ deaf schools use bilingual approach. Within few years, we should see signing and writing get better.
To improve English is to write, write, write, and write.

That is part of dysconscious audism. We have been taught that Hearing people have "perfect English" and if we don't use perfect English then we are not as good as Hearing people. But FYI, Hearing people don't have perfect English! Many can't spell or use proper words or grammar! I have seen it on facebook and in my students' written papers!
