Probably to study so he can come up with new traps. All sorts of interesting orifices in the skull.... great places for hooks and such. :D

He didn't. He manipulated his own voice to sound like jigsaw's. (The same way that John Kramer manipulated his own.) If you listen very carefully, you can hear that it doesn't sound exactly right. I was impressed that the sound people went into that much detail.
