Napolitano didn't appoint the commissioners. That just isn't true...not even by a million miles. The AZ legislature makes the 4 partisan appointments. Those 4 select the independent - Colleen Mathis.

Mathis's husband used to work for Republican U.S. Senator Chuck Hagel, this detail is always conveniently omitted by those who criticize the independence of Mathis.
