@comptonproduction He was, the code for correspondence concerning the kidnap plot was "Come Retribution" Lewis Powell, one of Mosby's Raiders, had previously been connected with the plot to burn NYC. The Military Secret Service, the State Department Secret Service and the Torpedo Bureau were all connected with the project.
